Verify installation id #99

This PR requires INSTALLATION_ID to be in the environment and checks this against the issue_comment source. This should prevent any issues with the app being public.

Wrong repo again, sorry about that.

Our fork has diverged significantly, I should convince GitHub that parity's is no longer a good default base for PRs...
