Prepare for publication #82

Switches to use published substrate crates.

As pallet_democracy is not published and likely won't be for a while, I opted to ghetto-vendor the two types, Vote and Conviction, we need in a pallet_democracy module.

Is there a linked pr or issue as to why it wont be published? Just curious as to why it most likely wont be available for a while (for my own curiosity).

You can't publish any crate to crates.io that have git dependencies which this fixes :)

Published all crates in this repo.
