This PR aims to merge my SCALE documentation minipage (currently hosted here: https://wentelteefje.github.io/parity-scale-codec/) into the gh-pages branch of this repository. I think with the current configuration everything should work out of the box. The page will be available under https://paritytech.github.io/parity-scale-codec/.

Closes #536.

@Ank4n and I will have a look at this, possibly update with the latest PBA content on SCALE, and merge it.
