revive a proper `awesome-substrate` #21

This is one of the parts of the old doc platform that we need to maintain better, and advocate it better.

My 2 planks: I would think deprecating things from the devhub in general to migrate into a community and other Polkadot "branded" places is probably the right call. the substrate awesome list is not really maintained for stuff that is no longer relevant I think, good excuse to prune and add only things that are still good to have in some common place (like awesome-dot could be)
