Update getsubstrate page #22

Currently the https://getsubstrate.io/ page seems to be outdated / copyright is from 2020. webOps currently monitor this, if we want to keep it active it would be worth looking into updating the content here

I would love to know how many clicks does this get? That should help us asses whether it is worth it or not.

The whole notion of "installing substrate" is in my opinion a bit fake. Substrate is a set of libraries and no single binary. Moreover, with the move to polkadot-sdk, the meaning of this will change.

I think we should replace it with something like get-polkadot-sdk.io, which launches a CLI that asks you if you want to build something with ink!? FRAME? Runtime? a Parachain? or you just want sub-key?

Then we can have https://getsubstrate.io/ be a forward to the new one.

I am strongly in favor of removing this thing completely. https://github.com/paritytech/devops/issues/1952#issuecomment-1631039727 seems to point to the ultimate location https://github.com/paritytech/scripts/blob/master/get-substrate.sh - ops would need to help remove the DNS etc.
