Revive all umbrella crates + fix URLs from previous repo structure. #25

[ ] new crate: polkadot-sdk: just forward to the following.
[ ] new crate: polkadot, similar to substrate, maybe look into #19 as well.
[ ] ditto for cumulus
[x] redirect.

The title of the issue doesn't really match the todo list IMO. The gh-pages redirects are in place and working, but https://github.com/paritytech/polkadot-sdk/pull/1477 is blocking the creation of the different crates for rustdocs. Only after we know where to put these can I go on and actually set them up.

Is being worked on in https://blog.kianenigma.nl/polkadot-sdk/developer_hub/index.html, will leave open to make sure all URLs are fixed.
