Remove rustdoc allowances

For ease of dev purposes the following allowances have been added to the developer-hub https://github.com/paritytech/polkadot-sdk/blob/cefc9d4b75c9eaa99dffe1ae5afdb33b437206ed/developer-hub/src/lib.rs#L26-L27 They need to be removed
