Removing rococo faucet #441

Rococo is being shut down, let's kill the faucet.

For web, temporarily show the page, promoting switch to Paseo.
For matrix, kill the backend, and add a message to faucet chat.

Deployed frontend message: https://faucet.polkadot.io/rococo Removed rococo from faucet dashboard, killed the alert.
