According to the rules of https://github.com/paritytech/ci_cd/issues/233

Any PR that touches the runtime/lib.rs of Polkadot or any of its parachains must have an approval from at least two team leads

Any PR that touches the runtime/lib.rs of any other non-test chains must have an approval from at least one team lead

would Substrate abide by which requirement?
