Testnet Manager: Initial public release #8

The testnet-manager, located at https://github.com/paritytech/testnet-manager , will be open sourced. This project is a one-stop-shop for managing testnets in Kubernetes, along with a frontend for easy visibility over the validator set and basic chain actions for PoA networks, like Rococo.

I just changed the testnet-manager repo visibility to public and released v1.0.0.
