Move Secret Store code from Parity Ethereum repository to the separate repository #1

[x] Code from secret-store folder moved, using git subtree command
[x] Code moved one level up (git subtree allows only to move code into the folder)
[x] License and gitignore added
[x] More details in Readme about the solution (links to wiki and Parity usage)
[x] The product was renamed in all license headers from Parity Ethereum to Parity Secret Store
[ ] Setup CI ?

@dvdplm @folsen I moved Secret Store code to the separate repository. As a license I just copied the license file from Parity Ethereum folder. Let me know, if we need something different

I wonder if we want to make release 1.0 to publish current code (i.e. code from this PR) first, before I start opening more PRs here?

We need to publish this code first in order to setup link to this first version in the Parity Ethereum repository. After that we're free to go further and proceed with any changes.
