Adding network "turing" to ss58-registry.json for Turing Network #175

We are trying to add a network id "turing" to the subkey command-line tool for account utility, according to feedback from community developers. In addition, the existing way of defining token symbols in the array of ["OAK","TUR"] is not accurate, as the native tokens are from separate networks, a Kusama parachain and a Polkadot parachain.

Closing this PR request for now because subkey requires prefix to be unique. If we use prefix: 51 for both Turing and OAK it will throw an error, failed to generate code from json: prefixes must be unique but this account's prefix:
