Update GeoLite database #580

this Pull Request builds upon the changes from previous PR #551 and just updates MaxMind's GeoLite City database to the latest version available: 2024-03-29.

I added a commit on this to fix the test and fmt, but it's hard to do this on fork branches so I opened #583 :) Will close this and merge that; thanks for the contribution @miloskriz!
