Algorithm shouldn't mark classes as complete until next quarter #33

This behavior was seen.

The algorithm marks MATH 13 as complete AS SOON AS it is scheduled, and then proceeds to add MATH 14. This needs to be fixed so that MATH 13 is not complete until after the quarter ends.
