DMP is more Scrutinous, removes Pyo3 #9

Removes python requirement and python code entirely. Adjusts the similarity threshold of dmp for patching so that it does not override changes between patches and fails more often.

This closes #6 and closes #7 although it is much more aggressive on what it determines to be an actual patching conflict. This sensitivity will need to be reduced without causing obviously wrong results, later.
