Create ci step to build code on pr; #106

This pr does introduce GitHub CI. It does build the library when a pr is created. In the future you could also add running the tests to validate if the added code does not break anything.

@alexkok It looks like the integration is not working. This could be the fix -> https://github.com/orgs/community/discussions/26609.
