A workflow waiting for events with the persistence capability configured: when a workflow is started, its state will be saved in the DB when it waits

TODO:

have a stand alone DI to see what happens when the runtime is restarted

Soon enough, the SonataflowPlatrom PR will provide the configuration of persistency for sontataflow runtime and for sonataflow services (data index and job service). This will require a different method of deploying the services and replaces the need for this PR.
