UI improvement #255

The options panel is kind of a mess. It contains both application
preferences -things that change rarely- and things like snapping and
selection that change all the time.

It means the user has to scroll up and down collapsing and opening the tree
to find what what's needed while ignoring the rest.

Suggestions:
Make a 'snapping' toolbar with toggle buttons for the options in the
digitizing part of the tree.

Make a 'selection' toolbar with toggle buttons for the options in the
'selection' part of the tree.

Move the infrequently changed options to an 'application preferences'
window that is opened from a menu. This will reduce confusion and free up
a lot of screen real estate so the 'objects' panel can be larger.

The application preferences window could probably be further organized by
splitting things into tabs for 'colors' 'General' 'Machining' etc.

Add a scroll bar to the objects panel.

Some of these have been implemented, some are not relevant anymore, some still
remains as a potential enhancement. I close this issue and set it to fixed as
its now far easier to use HeeksCAD than it was at issue date.
