Add initial governance details

This is the proposed governance document for the entirety of the Parse Platform. It follows the Meritocratic Governance Model. I have made some minor adjustments such as removing references to a mailing list and making the document a bit more concise in places.

I feel like this is in a pretty fit state now... I would like to add more information about the voting process etc as we find what works best.

For the most part we are already following this model but I will just highlight some areas I feel we do not currently conform to bring these to everyone's attention...

• We don't wait 72 hours before merging PRs as a policy
• We don't have a process for committers proposing new committers (people with write access) & we don't vote on said proposals
• We don't have a formal PMC (project management committee) or PMC Chair
• We don't have a process for voting in or out a PMC Chair
• Non-sensitive management/planning discussion isn't always public
• We don't vote when a lazy consensus on a PR is not reached (although I like almost all of the time a consensus is reached so I don't think this is a major issue atm)

Should we include in README (or elsewhere) who are the current commiters and PMCs ?

@davimacedo definitely, I'd like to try to keep the README as short as possible so I'm tempted to put it in a separate doc, what would be your preference? (@acinader any preference?)

It can be a separate document. I just think it is important to keep track of the chairs so anyone can check if the approvals were given by the right people (and sufficient amount) at that time.
