New labelling system #13

Hi @parse-community/everyone, there is an active proposal to harmonise labels & usage across the org. This has been mentioned via Slack but I'm conscious that not everyone is active there.

Please take a moment to look it over and provide any feedback you have, the deadline for feedback is the 31st - but we can extend if there is any active discussion.
