docs: change bounty claim confirmation step via GitHub instead of email #19

The current bounty claim process requires the contributor to have a public email address on their GitHub user profile to link the GitHub contributor with the OpenCollective claimant. This PR simplifies the process to confirm via a quick GitHub comment. This has already demonstrated to work well here.
