Added Capability for custom mosaicing bins #15

Previously, users could only have uniform binning be used to construct mosaics from observations. Now, users are able to construct mosaics using custom time binning and can denote that the mosaic directories be formatted with MJD time which allows for shorter mosaicing time bins.
