Captions not "Always On" (only if I mouse over) #145

What steps will reproduce the problem?

What happens if you set Permit Image Download to true?  Do the captions then 
behave as expected?

Hello it is me (under a different account).

Within Picasa one album (#1) has captions filled in for the photos, and the 
other one (#2)does not. 

I turned on the "Permit Image Download", and selected "Always Show Caption".

In album #1 I see the caption in text under the image and the icon to download 
the image.

In album #2 I see the file name and the icon to download the image

So with this configuaration I'd ask... if there is no caption filled out for 
the photo in Picasa, and the pwa+php set to "Always Show Caption" should it 
show the file name if there is no caption to use for that photo?

If I go back in and turn off the 'Permit Download" and still leave "Always Show 
Caption"...

Album 1 gives me the caption on MOUSE ON overlayed on the bottom of the photo.
Album 2 gives me the file name on MOUSE ON, overlayed on the bottom of the 
photo.

Yep, it seems you don't get the expected behavior if permit image download if 
FALSE.  I'll send you some code to test.
