Following this guide from Phoenix docs.

API is available at https://participate-api.herokuapp.com

@oliverbarnes We should set up a Heroku team.

Do you have a Heroku account?

Also would like to transfer the ownership of participate-api.herokuapp.com to your account.

Cool, I do - I've setup a team and have sent you an invite to be an admin there
