Verified system:

Locks across all languages
Admins can edit
Displays “reviewed” icon in Edit button, click displays modal - jesi to provide mockups, svg icon and modal text

Admin manually "locks" reviewed entries via the admin only section, text:

Verified Verified entries have been reviewed by Participedia's editorial board, and can only be edited by admins.
