Add back quick submit button (with draft work around explanation on content chooser page) #1132

Add a grey box with the following text at the top of the content chooser page, and put the quick submit button back on the site:

We apologize that due to spam bot attacks, the publishing and editing features on our platform are not currently available. We are working on a solution. In the meantime, if you would like to publish your entry as a draft, here is how you may do so:

Anyone can create draft entries and use the preview feature to review them. Draft entries are saved automatically. Drafts show up on your profile page under the 'drafts' tab, and also on this page below the content type selection options. There is a 'preview' button at the bottom of all entry forms, beside the temporarily disabled publish button.

Students taking courses can do an entry as a draft, then create a temporary password on their account so that teachers can login and use the preview feature to mark their draft entries.

All drafts can be published quickly once the site is back to normal.
