@jesicarson is there a data change for this? could we hide this method then if it's in the wrong place and we already have https://participedia.net/case/4207 for it.

@paninee There's also a method for Quebec City Neighbourhood Councils: https://participedia.net/method/1587. My guess is that Scott decided the LA councils were a unique enough model to warrant their own method entry after the case was uploaded, but I could just change the method to neighbourhood councils more generally and convert the Quebec City entry to a case.
