Description

This PR will sign windows .exe output from particle-cli.

How to Test

Wait for circleci
Download build/particle-cli-win-x64.exe
Check if the signature is valid running: Get-AuthenticodeSignature -FilePath .\Mypath\particle-cli-win-x64.exe
