Adds --version command #126

Description of changes:

Generates a properties file containing the package version from the root build.gradle.

> $ ./pig-0.5.1-SNAPSHOT/bin/pig --version                                
PartiQL I.R. Generator Version 0.5.1-SNAPSHOT
