[RFC] LET as an optional clause #56

This issue tracks the effort related to defining the syntax and semantics of LET as an optional clauses.

Depending on the result of issue partiql/partiql-spec#20, the outcome may vary.

An RFC has been drafted and approved.
The RFC should conclude the discussion on partiql-spec issue partiql/partiql-lang#39
RFC is merged to the ./RFCs/ directory of this repository.
