What steps will reproduce the problem?
1. Create a Window
2. Hover mouse over TitleBar and see tooltip appear
3. Now click the TitleBar, move mouse off Window and then back over TitleBar
4. This time a tooltip does not appear
What is the expected output? What do you see instead?
A similar tooltip to the one in (2) should appear when we reach (4), but
does not.
Please use labels and text to provide additional information.
