Unrestrict scipy<1.12 #635

The incompatibility between scipy >= 1.12 and qutip has been fixed in a MR, waiting for them to make a new release. Closes #634

Hey @a-corni , it seems Qutip 4.7.5 has been released, so we can probably merge this (with my suggestion above)
