chore: Update Depdencies

What's New?

Updated (almost) all package dependencies. The main ones not updated in this package:

TypeScript, Jest, TS-Jest, TS-Node-Dev, Babel-Jest: Already updated when doing the TypeScript upgrade
ESLint: Already on latest 8.x version. 9.x is a big upgrade and not a simple change which should be done independently
Beachball, tsup: We're moving away from these packages for release-please and Vite (in a coming story) so no point in upgrading

Also update the jest.config file to the new format (ts-jest has been complaining about this and that annoyed me).
