The more relevant distinction to users or developers is whether the RP provides a user ID in the request.

@aaronpk GitHub is convinced there's a merge conflict blocking merging this work, but neither Tim nor I could recreate the merge conflict locally. Can you try rebasing off the latest main? That'll probably unstick this. Sorry for the inconvenience :(
