Looks like you can pass in baseURL as a PNPM param: https://github.com/gethyas/doks/issues/1218#issuecomment-2036378643

This appears to be fixed by #362

Cloudflare was also updated to use HUGO_ENVIRONMENT=production and HUGO_ENVIRONMENT=development for deployments.
