Clean up AWS

User Story:

As Gitcoin Operations I want to be able to clearly allocate costs So that I can bill the correct work stream

Acceptance Criteria

GIVEN an Admin logs into AWS WHEN they choose Passport THEN they are able to see all services and related costs to just the Passport workstream

This requires pairing with Kyle to determine how to consolidate all of the Passport related services into a single Passport account. Ideally this is seperated from the other workstreams, so that we have a root account and all workstream accounts are seperated

We need to be able to project monthly costs (for budgeting) and ensure Passport AWS billing is untangled from Foundation and other workstreams

• Elastic Container Service - 100% passport
• RDS - 100% passport
• EC2 - 100% passport (TODO: possible cut cost reduction by removing EBS snapshots)
• Cloudfront - 100% passport
• Cloudwatch - looks like all custom dashboards are passport - automatic dashboards should be removed as resources are removed
• ElasticCache - looks like 100% passport
• 🚗 Elastic Load balancing - There is a GItcoin Service that can be moved to the Gitcoin/foundation account
• S3 - 100% passport
