Update Base URL to https://api.passport.xyz/ with Migration Support

User Story:

As a developer, I want to have the base URL updated to https://api.passport.xyz/, So that I can use the new standardized API address for all my requests.

Acceptance Criteria

GIVEN the old base URL https://api.scorer.gitcoin.co/, WHEN all requests are redirected to the new base URL, THEN the new API URL should be https://api.passport.xyz/, and traffic should redirect for the first 6 months.

Tech Details:

• Implement a 6-month automatic redirection from https://api.scorer.gitcoin.co/ to https://api.passport.xyz/.
• Update documentation to reflect the new base URL.
• Change the TTL for the Route53 record before retiring the scorer.gitcoin.co domain.

Notes/Assumptions:

• Active integrators will be notified and guided to update their integration with the new base URL.
• Retention period for the redirection is handled separately.

The domain changes will be covered by: https://github.com/passportxyz/passport/issues/2914 Retention period is to be handled separately (put a reminder in the calendar).

There is nothing to be done here any more, except change the TTL for the Route53 record before retiring the scorer.gitcoin.co domain and set it to small values.
