Brakenhoff et al Model Reliability and Selection Criteria #69

Add the reliability and selection criteria for time series models from Brakenhoff et al. 2022 - Application of Time Series Analysis to Estimate Drawdown From Multiple Well Fields. These checks are added to the utils and part of the code is also written by @dbrakenhoff.
