add What is a Report Collector explainer #72

making this its own PR as had earlier got it mixed with adding Event Label Queries.

This is the explainer on what is a Report Collector and what data is shared with them that @benjaminsavage and I put together.

cc Christina @cilvento, we put this together in large part to try and better answer your question in the last Bi-weekly PATCG/IPA meeting on what principles we were using when it comes to what data can or cannot be shared with the Report Collectors. Happy to hear your feedback on it.
