Moving Chromium related documents in a separate folder. Also adding the design doc which is a copy of https://docs.google.com/document/d/1LBv-Sg84jyq3Em474kgEbOaJ1GY6XsQKj6TlAlnIkyw/ so that it can be referred to in the code changes.
In future, client-side-details folder can be the home for information related to other client side implementations as well.
