Documentation unclear #309

"Only callers that observed the user visit a site about the topic in question within the past three weeks can receive the topic." is not a correct sentence and it doesn't become clear to an outsider what it means.

It's a difficult concept to convey, but the sentence is accurate and correct. Suggestions welcome.
