I am relaying a comment from a member who has raised formal objections. I do not intend to imply support or opposition to this statement, but just to make their objection on this available for discussion with the member's permission:
The text “freely implementable by any participant in the web eco-system” should be added.
I don't fully understand this PR. Are we saying that the result of the WG should produce an open and standardized protocol, or that it should support an open and standardized protocol apart from whatever features the WG specifies.
If it is the former, isn't this already built into the text ("The Working Group will specify..."), and if it is the latter, I think it could potentially be overly restrictive.
I think the intent is to produce and open and standardized protocol. It seems a little redundant, but I don't mind being explicit about it more than once.
I don't understand “freely implementable by any participant in the web eco-system”. Users, for examples, are essential participants in the Web, but I think it's unlikely that an end user could implement these standards (or the other standards in use).
Intended to address concerns that the scope does not have clarity that the work of this group uses open and standardized protocols.
