Sometimes it's easier for patch submitters to specify the base series with an URL pointing to the official or a well known archive web page. E.g.

Based-on: https://patchew.org/QEMU/foo-1234567890abcdef@bar.org/

It's not really easy to go from archive to message-id. However we might try to accept Patchew URLs...
