Add scraper for TPS datasets #5

Found a new portal of GIS data: http://maps.torontopolice.on.ca/datasets?q=*&sort_by=relevance

There's also some independent stats pages: http://torontopolice.on.ca/statistics/stats.php

Seems they update the stats weekly, so might be worth scraping: https://twitter.com/TPS_Maps_Stats
