MEA-EDOMUS : création d'une interface de paramétrage #45

avec Mangoose et éventuellement du PHP (en php-cgi), permettre le paramétrage 
(déclaration de nouveau équipement, de type, de localisation, ...) via une 
interface HTML.
Mettre en place des règles de gestion et des contraintes d'intégritées pour 
que le paramétrage puisse se faire sans ambiguité.
