The default site theme puts the page tab links into the area of the admin menu at the top of the page. When there are sub-tabs, they do not appear and are not accessible (except by typing in the url). For example, when viewing a user page, we see the view and edit tabs up in the admin menu area, but we do not get access to the account and tac lite permissions sub-tabs that should appear after selecting the edit tab.
