Orbit Controller Interface

Summary of changes

Added an orbit controller interface.
Simple construct tests

This PR only includes the orbit controller interface with very limited unit testing. The following tickets will be opened to track future work:

Orbit controller implementation (@stewartaslan and I have mostly complete on another branch)
Orbit controller mex functions
Orbit controller unit testing in CI
Orbit controller testing in MATLAB
