Orbit Controller Stuff

Summary of changes

Added the figure sruti shared with me for converting impulse to the time the valves should stay open
Got rid of two unused variables in the orbit controller that were giving "unused variable" errors.

Ptest Effects

It shouldn't have an effect. These are relatively small changes

Testing

I don't think this warrants testing.
