Remove Old Estimator Test #334

Summary of Changes

Removing the old estimator test code in favor of the standalone psim models being used to test the orbit estimator.

Testing

Removed CI related to the old estimator test code. Going forward, the old estimator test code can still be accessed on the archive/estimatortest branch.
