R18 and R19 is meant to ensure that the flip-flop has a well known low signal on two of its pins... but these are in lines that are open drain. The open drain pull up resistors with these ones effectively form unwanted voltage dividers. A workaround for now is to just remove them, although we think the long-term solution could well be to just remove R18 and R19...
